Once upon a time was Planet Nvapaa. Its inhabitants, the Nvapaas, were biological beings half evolved with rodent morphology. They showed primary intelligence but enough to outline the concept of freedom.
They felt that freedom could be a good thing and decided to write on paper that they were free beings from that moment on :) As the Nvapaas did not trust each other they had to make norms. It was normal among the Nvapaas to cut off another's head to the slightest carelessness. They decided to abandon the laws of nature and created their own artificial laws.
The Nvapaas were free to do things, but always asking permission for each of them. For your good. Each action, even the simplest, required a form. Easy-to-process papers to protect your rights. But soon the forms became so complex that the Nvapaas could not fill them out on their own. They needed form experts. Hiring an expert was expensive and laborious but necessary for the common good. Thus, the laws began to become so cumbersome that the form experts did not understand them either. Even those in charge of administering the laws did not understand them.
Each simple action also became risky for fear of disproportionate sanctions. The machinery of laws and forms was a monster with its own life. 50% of the planet was dedicated exclusively to managing forms. And it was going to get worse year after year. Paralysis.
No one could do anything anymore: You can not sell Wuoukis (the delicious fruit, not confuse with Wuoukit, its poisonous version) to the next door neighbor, take energy from the core, not even actions proper to the free Nvapaas as to express your ideas or just cut heads out there. Nor could they change the laws they themselves had created.
But well, it doesn’t matter since Planet Nvapaa is still spinning in its orbit and doesn’t care too much.
